Proposed Changes to Juvenile Justice System Generate Praise, Skepticism

NCCD Chief Program Officer Angie Wolf said she is optimistic about California Governor Gavin Newsom’s proposal to move the state’s Division of Juvenile Justice from the Department of Corrections and Rehabilitation to Health and Human Services. However, she agrees with Daniel Macallair, executive director of the Center on Criminal Justice, on his recommendation to move all juvenile offenders under county supervision. Wolf and Macallair emphasized the importance of keeping  young offenders in their communities, where they can interact more regularly with their families and other support people.
